Study on Problems and Countermeasures in Safety Management in SMEs

At present, more serious problems in safety management are prevalent in SMEs under the traditional production technology, which led to frequent industrial accidents and brought a certain amount of loss to the social and economic development. This paper will take the 7 years casualty data (2003-2009) of industrial and mining enterprises in a certain area as an example and analyze the accident causes based on Frank Birds Accident Causes and Effects Chain-like Theory. The paper points out that the ubiquitous problems in safety management in SMEs include adverse environmental production sites, poor personal protective equipment, inadequate safety operation, unreasonable labor organization, lacking of on-site inspection, and few safety education and training. The corresponding countermeasures for these defects are also proposed to improve safety and reduce accident losses for SMEs, such as the 6S management implementation in SMEs, controlling unsafe behavior of employees, encouraging safe behavior of employees, and CSE management.
