Quantitative Assessment on Effectiveness of Work Safety Regulation
In order to improve the work safety regulation system and promote the effectiveness of regulation, a multifactor, multilevel assessment index system on effects of work safety regulations is established on the basis of analyzing and summarizing the factors of influencing effects in work safety regulations. The quantitative assessment model on effects of work safety regulations is constructed by means of fuzzy mathematics method and AHP. Making use of this model, effects of work safety regulations in China during the period from 1991 to 2001 is calculated, and the result is in accordance with the actual situation at that time. It is proved that this model was feasible to assess the macroscopic governance quality of work safety regulations. This model can be used to make clear the direction to improving work safety regulatory policy. However, this model is not perfect because it can not find out concrete relationship between regulation effects and factor variables.
