Study on the Coordination Mechanism of Urban Area Hazardous Chemical Incident Response Plan

摘要：

there are some key coordination problems such as collision of responsibilities, miscommunications in the establishment, activation and execution of the response plan for urban area hazardous chemical incident in China. This article, through questionnaire, site inspection and accident case analysis, presents analysis on instituting hazardous chemical incident response plan coordination mechanism characterized by a mutual assistance, information sharing system, and also proposes countermeasures and suggestions in the fields of law making, core coordination agency establishing, information sharing and internet technology, the third-party coordination etc. to strengthen the linkage and coordination among the emergency organizations and their plan.
