Research on Safety Supervision Model of Shanxi Group Coal Enterprises
After integration of coal resources and corporate mergers and acquisitions, Shanxi province constantly adjusted and explored regulatory system for large group coal enterprises, for the purpose of playing all levels of governments on safety supervision of coal enterprises and making Shanxi coal mine safe. This paper abstracts supervision model of Shanxi and Henan, makes comparison between apanage supervision and direct supervision by province agencies from 3 aspects, regulatory power, regulatory mode and regulatory task. At the same time, it analyzes supervision cases of Poly Energy Holding Co., Ltd, China Coal Energy Company Limited in Shanxi Province, and concludes that it is apanage supervision that could take advantage of all coal sectors. That is to take daily supervision mainly and security check as a sufficient complement. At the same time, it should be improved with apanage supervision as the main, establish feedback mechanisms, and play the advantages of two comprehensive regulatory modes, in order to ensure Shanxi coal mine industries safe while producing.
