Research on Safety Evaluation of Civil Aviation ATM Facilities System

摘要：

civil aviation ATM (air traffic management) facilities system is one of the critical systems for the safety and security of air transportation, which is a complex system with multiple smaller systems. From the perspective of system output performance, this paper analyzes different factors that have impact on the availability of ATM facilities, reliability of equipment maintenance, saturation of equipment capacity , constructs the safety evaluation index system for civil aviation ATM facilities. With the 2007 Civil Aviation Statistics of seven regional ATM units, by using the fuzzy comprehensive quantitative model, the realization of safety evaluation of civil aviation ATM facilities was achieved, the result is that the assessed values of Northeast, East and South were higher than the national value by 11.26%, 11.02% and 12.75%; and those of the Southwest, Northwest, Northeast, Xinjiang region were lower than the national value by 10.77%, 12.53%, 8.74% and 21.34%.
