The Application of Case-Based Reasoning for Emergency Decision in Group Incidents

Group incidents have the characteristics of complexity and uncertainty, which make its emergency decision and management need a great deal of field knowledge and experience. Due to the undesirability, imperfection and impreciseness of the traditional rule-based reasoning method, this paper put forward case-based reasoning method to solve group incidents, applied the frame representation to describe a case and K-Nearest Neighbor algorithm to retrieve cases, and at the same time, based on the characteristics of the K-Nearest Neighbor algorithm, it applied Bayesian method to revising expert weight, which achieved the organic combination of subjective and objective weights. Finally, an instance shows that in emergency decision-making process, the case which was the most similar to current problem, would be retrieved from cases base, then was reviewed to meet the need by reasoning mechanism, thus, the decision maker was provided empirical knowledge, and the efficiency was improved.
