Strategies for the Development of Safety Management System in Air Traffic Control

摘要：

This paper introduces the development of Safety Management System (SMS) in air traffic control of China, which is required to mitigate the confliction between the ever-increasing air traffic and the relatively fragile safety level of civil aviation, and to fulfill the requirement of ICAO for its contracting states. Four strategies for the enhancement of SMS are provided, they are: learning from relevant systems, enhancing control for the operation process, cultivating safety culture and organizing safety training.
