Sudden Public Health Incident Emergency Plan Research Based on Case-Based Reasoning
At present, sudden public health incident emergency system is yet not mature in China. The emergency preplans still have some problems, such as similar format, deviating from reality and weak operability. This paper uses case-based reasoning (CBR) technology to help make sudden public health incident emergency plans, and discusses the major processes of introducing the CBR system into the acquisition of emergency plans, including case representation, case retrieve strategy and case revise. The example shown in the last part confirms that the CBR system can help to make decisions in the sudden public health incident emergency rescue.
