Study on Behavior Safety Cultivation Based on Employee Competence in Local Coal Mines
The safety situation of Chinese local coal mines was discussed in this paper. The main reasons that contribute to accidents came down to the shortage of talents and the un-optimistic employee competence in local coal enterprises, which were concluded by based on the analysis of the relationship between employees competence and production safety. There are two problems existing in local coal enterprises, one is the low overall education level of employees, and the other is the serious brain drain and shortage of reserve personnel. To solve the problems, a threestage training strategy to improve the comprehensive quality of coal miners was brought out, they were the establishment of behavioral safety, the maintenance of behavioral safety and the promotion of behavioral safety, thus proposed a new idea for safety and human resource management for local coal enterprises.
