Reliability Evaluation of the Improved HCR Model Application in Air Traffic Controllers

摘要：

Air traffic controllers duty is to provide a safety interval for aircrafts. However, their unsafe behaviors are likely to lead to serious aviation accidents or incident. In order to get an effective evaluation for air traffic controllers reliability, the improved HCR model is put forward, considering the environment factors and the management factors. It is applied to the flight conflict case, and the result shows that the method is feasible to identify the controllers unsafe behaviors in the process of resolving the flight conflicts. It is significant to develop the measures to prevent the air accidents and improve flight safety level.
