Study on Assessment to Capability of Emergency Management for Major Accident
More and more major accidents had happened in recent years, and that had influenced national economy and social development seriously in China. One of the most important reasons is the imperfect emergency system and poor emergency management. Although the emergency management is the important part of major accident prevention and control in enterprise, but the relevant research is focused on the theory discussion and qualitative analysis nowadays. The basic concepts and main content are introduced and the assessment index system for CEMIMA (capability of emergency management for major accident) is built in this paper. Based on AHP (Analytic Hierarchy Process), the assessment model for emergency capability to major accident is built, and the quantitative calculation is achieved too in the paper. The result is that the assessment index system of the emergency management capability for major accident includes multilevel indices, we can judge the enterprises capability of the emergency management capability for major accident by building the assessment model based on the Analytic Hierarchy Process. The study results could be useful to advance the emergency management scientifically, prevent or control major accident comparative of well and improve the management capability to major accident of enterprise.
