Exploring the Implementation of Value for Money (VFM) Via Best Value (BV) Across UK Local Government Service Delivery Using North City as a Case Study for the Policy
This papers aim is to explore implementation of Value for Money (VFM) via Best Value (BV) in UK local government service delivery using North City as a case study for the policy. In it, I combine exploratory semi structured interviews with officials responsible for implementing BV. Documentary analysis is used to provide contextualisation and support for the interviews, and covers the objectives, policies and performance of North City council. The analysis recognises the significance of the social, economic and political context of policy implementation. There are many policy implications from the results of the paper for all local authorities. The evidence shows how BV could be captured by local government and used as an umbrella under which local initiatives and policies could respond more effectively to local conditions and objectives. This study found that BV provided an opportunity for local authorities to regain some control over planning and delivering local services that many though had been missing under CCT. The study makes important contributions to existing understanding about VFM and BV. From the perspective of local government, the paper argues that BV was not simply a policy imposed by central government on local government. Rather, for an enterprise authority like North City, it provided an opportunity to develop and roll out a distinctive local agenda.
