The differences of industry in space allocation are caused by factors and its mobility. Based on empirical analysis of inner-provincial panel data, our results are that fixed capital and human capital have an impact on the agglomeration of information service industry, while entrepreneur and the quality of the population have a very significant impact especially on enhancing the agglomeration level of information service industry. Factor mobility and transfer such as technology, information, capital etc in space would promote the localization of knowledge spillovers and impel agglomeration in information service industry.
