A comparative analysis of administration-oriented and customer-oriented electronic government
Electronic government has mushroomed in recent years along with the development and utilization of information of communication technologies in public sector. A lot of attentions are attached to the technical end. However, participants are active factors in the evolution of e-government. Different kinds of participants play important but distinct roles in every project of e-government, which leads to different approach in the process of evolution. According to the decision-making authority, resources allocation authority, strategic emphasis and ultimate purpose in the initiative and implementation of e-government, there are two principle approaches of e-government. A comparative analysis is given to these two distinct approaches. Each approach originates in different environmental context and serves different administrative purpose. The two approaches are not necessarily successive stages in one evolution process, which could influence the destination in evolution of e-government.
