A Win-Win Cooperation Strategy between Big and Small Businesses in Korea-10 Policy Proposals and Implications for Venture Firms
Mutually-beneficial cooperation is vital to continued competitiveness in an age of globalization, for both big corporations and small and medium-size firms. Although the crucial importance of mutually-beneficial cooperation between big corporations and small and medium-size firms has long been acknowledged by industry, cooperation arrangements actually practiced are still very much based on an unequal relationship. The failure by big corporations and small and medium-size firms to cooperate as partners on an equal footing is bound to create an imbalance in the overall economy and inevitably results in limiting the growth potential for both parties. In this paper, we proposed ten policy measures to help introduce lasting improvements to the cooperative relationship between big corporations and small and medium-size firms: first, creation of a small and medium-size firm technology banks; second, extending the sleeping patent transfer program to include government research institutes and universities; third, stimulation of joint R&D activities though advance technology information; fourth, introduction of a two-way senior staff exchange program; fifth, strengthening interfirm cooperation; sixth, creation of small and mediumsize firm relations divisions inside big corporations; seventh, joint brands by big corporations and small and medium-size firms; eighth, creation of a mediating organization for resolution of conflicts between small and medium-size firms and big corporations; ninth, a project manager-driven coordination of overseas expansion cooperation projects; and tenth and lastly, introduction of cooperation/support option program. These kinds of policy measures would be especially effective in case of technology intensive small venture firms in Korea.
