Resource Assessment and Potential for Power Generation from Landfill Gas in China
Landfill gas (LFG) has been recognized as one of the main greenhouse gases (GHGs) emissions associated with its composition mostly consisting of methane (CH4) and carbon dioxide (CO2). As a measure to establish a climate-friendly energy system, Chinese government has proposed to expand landfill gas electricity generation capacity. The purpose of this paper is to present an updated overview of LFG-to-energy in China. Using the methodology recommended by International Panel on Climate Change (IPCC 2006), anthropogenic methane yield from MSW landfills in China was estimated to be about 3.93 million tons in 2008. The potential of total LFG-to-electricity was around 1.68×1010 kWh/yr, based on the LFG generation rate of 1.01×1010 m3/yr and energy efficiency of 31%. Seven LFG-to-electricity facilities currently commercialized in China were overviewed, and their economic and environmental benefits were briefly evaluated. The capital cost on LFG-to-electricity was about 10 million RMB per MW. Up to July 2010, there are about 42 LFG utilization projects in operation or construction, the total installed capacity of power generation has reached 105 MW. 50 CDM projects related to LFG utilization have been approved and would bring about the reduction of approximately 6,440,832 t of carbon dioxide emissions per year. However, there are still many technological, economic and regulatory uncertainties for LFG utilization introduction to energy markets. To solve the limitations, it is necessary that national support mechanism or policy for LFG utilization should be created and guaranteed for a certain time period such as sufficient subsidies, long-term stability of support mechanism, and fair and easy access to the electricity market.
