The Policy Study of Municipal Garbage Treatment in China
Along with the economic development of cities and a rapid growth of municipal garbage discharge in China, the solid waste treatment now is considered as not only a simple environmental problem, but also an issue concerning social stabilization and security. Especially in the regions that have economic prosperity or lack of arable lands, the confusion on how to properly treat such large quantity of waste was made by local governments. Taking a panoramic view of the approaches of solid waste treatment in the world, incineration and landfill are prevailing in the most countries, from which several environmental impacts have been revealed more or less. In order to reach a more considerable solution or option meets the requirements from local waste, there are prerequisites setting in front as: the degrees of environmental effect based on local condition, expenditure of construction, environmental security level, risk management, expenditure of operation, local developing level on economy and society, advantages of compensation in deferent areas. This study indicated: 1) no a skeleton key fitting all; 2) there are many problems to treatment solid waste strict at administration area; 3) a holistic stratagem of treatment solid waste in country level; 4) social management and civilization level directly influence on solid waste treatment rather than only depending on a certain technology; 5) solid waste treatment should carry out to compensate with deferent areas.
