Experiences of Asbestos Emission Control and Waste Management in Japan

Japan, sprayed-on asbestos and asbestos cement products were widely used in construction materials in the 1970s and 1980s, respectively. It is told that Japanese history of asbestos use and banning lags approximately 20 years behind the other industrialized countries. Products with more than 1% asbestos were finally prohibited in 2004, and those with more than 0.1% in 2006. However, in the meantime the Great Hanshin -Awaji Earthquake in 1995 and the “Kubota Shock in 2005 raised public concern over the health effects of asbestos, in particular the risk to the general populace, and many anticipated cases of lung cancer and mesothelioma in the future. To control emissions of asbestos, various guidelines on demolition have been introduced at the same time as the gradual banning of asbestos use. For asbestos waste management, a melting process has been introduced to replace conventional landfilling. Transmission electron microscopy is used to verify treatment.
