Stability of Fluid Networks under Fluid Priority Rules via Mixed Integer Programs
Stability is one of the most critical problems in designing and planning for a complex stochastic network. One approach to the problem is to determine a static priority rule that is stable once the physical structures of the network allow. We present a mixed integer program formulation for this approach for a fluid network whose nominal traffic intensity is less than one at each station. This is a generalization of the work of Chen & Yao. As an application, we also provide a sufficient condition for the nonexistence of a stable static priority rule based upon the linear program relaxation.
