Toward Comprehensive Effect Oriented Perspective for Disaster Studies
In many researches,disasters are understood and defined as incidents,physical impact and following direct damages.But when we discuss the traits of disasters,unlimited and comprehensive characteristics uncertainty,complexity,or interaction are mentioned.Examples of this discrepancies is shown in studies of disaster classification that cannot reflect disasters comprehensive effects.Most classifications are made from the incident oriented perspective about disasters.If contexts of communities are reviewed and included,limit of those classifications can be found.From effect oriented perspective about disaster,other things can be found about phases of disaster management that have been believed without doubt: visible and physical,linear and circular,and government oriented disaster management phases.
