Analysis of vulnerability on natural disaster
The vulnerability-led approach examines the underlying socio-economic and institutional factors,and,to a lesser extent,political and cultural factors,that determine how people respond to and cope with natural events.In many regions of the world the threat of natural events such as volcanic eruptions,earthquakes and tsunamis,hurricanes and tornadoes extreme rainfall,droughts or forest fires are permanently present.People living in these regions are exposed to these natural hazards,but they may be able to prevent them having grave consequences (e.g.earthquakeresistant building,a dyke or a good insurance policy).People who are unable to protect themselves sufficiently against the adverse effects of a natural event are particularly vulnerable to disaster.The disaster risk (of a region,a family,or a person) is therefore made up of two elements: hazard and vulnerability.
