A Study of the Building a Conflict Management Model by Influencing Factor
Policy implementation is to realize the policy goals and substance and is performed by organizations.Especially,in implementation process of crisis and emergency management policy,there are many organizations that are included in the public sector and private sector.At this juncture,conflict is arisen among organizations participating in implementation process.Conflict is not only to hinder a effectiveness of implementation but also to increase a social,economic cost,and it will cause a fail of implementation.Hence,this study attempts to search for the conflict management influencing factors based on an organizational perspective and to build a management model for a effective implementation and a successful policy.
