Establishment of Technical Standard System for SWC in China
Soil erosion is the top environmental problem in China. and the important reasons for land degradation. In order to enhance strength and accelerate development of comprehensive control for soil erosion, bring Chinas SWC in line with international, the technical standard system for SWC is listed it as one of the key construction nussions in the national scientific and technological condition platform by Chinese Government. The characteristics of Technical Standard System for SWC between China and America. and other countries around the world are compared. The development demand of laws and regulations, regulation mating by ministries and commissions, market development etc. for Technical Standard System for SWC are analyzed. And Technical Standard System for SWC issued by MWR and other ministry are analyzed. Meeting the need of development. under the guidance of Technical Standard System Table for Water Resources. the technical standard system of preventive supervision of SWC, monitoring of SWC, comprehensive control of soil erosion and ecological rehabilitation of SWC are carried out intensive study on. In addition. a framework of the technical standard system for SWC are come up with which includes 56 technical standards for SWC, 20 of them have been issued. 3 are being revised. 14 are still being compiled and 19 are planned to be compiled.
