Measurement Uncertainty Recapture Power Uprates in Taiwan

There are many nuclear power stations around the world that have implemented power uprate operation for improving their efficiency and economic performance. Since 1977 the USNRC has approved 129 power uprates, resulting in a gain of 5726 Mwe to the US electric generating capacity Of these instances, 43 nuclear units (44 cases) have implemented Measurement Uncertainty Recapture Power Uprates (MURPU) since 1999. MUR power uprates are achieved through the use of state-of-the-art feedwater flow measurement devices, I.e., ultrasonic flow meters (UFMs), that reduce the degree of uncertainty associated with feedwater flow measurement and in turn provide for a more accurate determination of thermal power. In view of the many successful MUR uprate cases implemented at nuclear power stations, Taiwan Power Company (TPC) initiated its MURPU projects for three nuclear power stations, Kuosheng, Chinshan and Maanshan and awarded to the Institute of Nuclear Energy Research (INER) for the associated engineering services. Kuosheng Nuclear Power Station (KSNPS) was selected as the leading station for MURPU in 2005, then Chinshan Nuclear Power Station (CSNPS) and Maanshan Nuclear Power Station (MSNPS) follow up in 2006. INER teamed with Sargent & Lundy LLC (S&L), fuel and NSSS vendors, and local engineering companies (PECL and E&C) to develop a program and plan for these engineering services and successfully assisted TPC to achieve MURPU operations. The total increase of generator outputs for these six units has amounted to 55.64 MWe.
