Risk Impact Analysis on the Design of the Alternate Offsite Power Source
For traditional light water reactors, the gas turbine was designed as an alternate offsite power source to mitigate the possible event of loss of offsite power. The design of gas turbine can provide AC power to one of the offsite power bus in short time and significantly decrease the probability of station blackout given loss of offsite power. For some nuclear power plants which are under construction now, the utility may want to eliminate the gas turbine system because of the high cost to maintain the whole system within an acceptable availability. The other reason may be the safety features of a new plant can significantly reduce the risk contribution from both loss of offsite power event and station blackout event. This paper performed the risk impact analysis for an ABWR plant when the gas turbine was considered to be removed from its original plant design. For a plant located at seismic sensitive region, the analysis is critical since most of the risk contribution from seismic event may come from the loss of offsite power event or station blackout event. The seismic fragility of gas turbine system may be the key issue for plant with high seismic hazard. Sensitivity study on the fragility of gas turbine system was performed as well to show the risk impact for different seismic fragility design.
