An Overview of the US-China Cooperative on Advanced Fuel Cycle Research

To promote the concept of Global Nuclear Energy Partnership (GNEP), which recently is renamed as International Framework for Nuclear Energy Cooperation (IFNEC), an agreement between the U.S. And China government was signed in September 2007. This agreement, known as the US-China Bilateral Civil Nuclear Energy Cooperative Action Plan (BCNECAP), represents a programmatic commitment for both countries to collaborate on research to further develop civilian nuclear fuel cycles with the objectives of nuclear safety and non-proliferation. The US-China Cooperative Action Plan is set up in three phases. Phase I extends from April 2008 through May 2009; Phase II from June 2009 through May 2012; and Phase III from June 2012 forward. In the first two phases, four technical working groups (WG) are established: (I) Separations Technology WG-to develop advanced reprocessing and waste forms production methods that minimize proliferation risk; (ii) Advanced Fuels and Materials Development WG-to establish options for advanced metallic fuel technologies; (iii) Fast Reactor Technology WG-to jointly share information and work collaboratively on fast reactor technologies; (iv) Advanced Safeguards and Physical Protection Technology WG-to develop new safeguards technology for fuel cycle development. These technical working groups have already met twice to define specific subtopics of interests for collaboration. Phase I has been completed and progress has been made. Results of the Phase I activities and the information regarding the Phase 2 work tasks and deliverables will be presented in this paper.
