The Research on Operation Mode of Policy-related Forest Insurance in China
In order to make the development of forest insurance sustainable in China, through the three methods including field survey, literature analysis and descriptive statistics, four operation modes were compared in the practical course of forest insurance in China. As a result, 43％ in these surveyed farmers approved of the assistant-insurance mode that commercial insurance company is the single insurer by the business assistance of forestry sector, but governments administration intervention in rating at forest insurance products has been one of the key issues which determine low efficiency of the assistant-insurance mode. On the basis of above studies, the operation framework of policy-related forest insurance was constructed by the comparison of advantages among government, forestry sector and commercial insurance company. This paper concludes that the assistant-insurance mode consists with Chinas developing need of forest insurance; however, the governments advantage of institutional supply must be exerted to effectively guard against government failure and market failure; meanwhile, the cooperation of commercial insurance company and forestry sector should also been strengthened to make the both advantages complement.
