Development of State-owned Forest Area of China in the Context of Low-carbon Economy: Opportunities and Countermeasures
At present, the state-owned forest area of China still faces serious forest three crises problem: the crisis of recoverable forest resources, the economic danger of forestry enterprises, and living distress of forestry workers. The low-carbon economy as the theme of low emission, low pollution, and low energy consumption provides new ideas, new spaces and new perspectives for the development of stateowned forest area. In the context of low-carbon economy, the paper put forward relevant recommendations of the development and reform of state-owned forest area by analyzing three crises problem, including to establish dealing market of forest resources, to establish financial system of investment and financing, to radically resolve three crises problem of the state-owned forest area, to implement related reforms, and to protect the interests of disadvantaged groups.
