Policy Variations in SME Development in China:A Tale of Three Cities

An appropriate and effective policy focused on small businesses is still one of the main preconditions that need to be fulfilled in China. The paper draws on data from the surveys in Chinese cites,Lanzhou,Chengdu and Shenzhen. Aim of paper is to analyze regional variations in policy instruments related to SME development in China quantitavely based on survey data in selected three cities. The focus of the paper examines the context within which the policy mix was implemented and explores the role of local policies. The main findings are: a) Local governments vary in their ability to supporting SMEs and in their ability to generate resources and finance to pay for such support; b) The stakeholder management vary strongly in three cities.
