Research on Automatically Collecting and Processing of Foreign Notice to Mariners Information
Chart is an essential tool to ensure the safety of navigation. But as to the growing maritime area, the territorial seas problems, the frequent changes of aids and obstruction etc, our Notices to Maritime (NTM in short as following) can not catch up with the varying chart information. Therefore, we have to make full use of foreign NTM and find a new way to pick up information from them. This paper introduces a system which can automatically download foreign NTM and transform them into Chinese format of NTM. That is to say, the system can automatically convert foreign NTM to Chinese NTM, which will improve the efficiency of foreign NTM greatly.
