The Necessity and Approach of Developing Low-carbon Economy in Liaoning Province of China
In order to illustrate the urgency of developing low carbon economy in Liaoning Province, we built a regression equation, using the data of real GDP, natural disasters losses and industrial pollutant emissions, all data over the period 2000-2008. Empirical result directly shows that the intensity of carbon dioxide emissions and the industrial emissions have a great impact on the ecojogical environment in China. By an effective contrast. we can indirectly prove that the tremendous potential destruction on environment caused by the energy consumption of Liaoning Province, China. Obviously, developing low-carbon economy sbould become the important project of twelfth five years plan in Liaoning Province. We should educe carbon dioxide emissions, and call upon people to try to reduce “carbon emission in life and production. We need to transform the mode of economic development, promote structu ral adj ustment of economy and save resources and energy. In addition, we must establish an energysaving consumption mode, build up energy-saving industrial structure and growth pattern, eliminate highly energy consuming industry, develop recycling economy and comprehensive utilization, as weU as reduce the industrial energy-consu ming level.
