A GIS-Based Building Platform for Developing E-government System
E-government system can contribute to the work efficiency of public service and deal the governmental transactions conveniently by decision makers. However, numerous systems havent integrated GIS functionality and information, which can extend the value of application systems by increasing accuracy, visuality, and productivity. In addition, the systems are difficult to rapid response against the changes of business requirements, and the program is hard to develop. This paper discusses the building and configuration technology, plugin technology for integration development by taking advantage of the enabling technologies of SOA and GIS. Within the model, the architecture of building platform that integrated GIS workflow system, visual form designer, and operation platform is described. The goal of the proposed design is to provide loosely coupled architecture to improve flexibility and reduce complexity of development, in particular, WebGIS function can be developed quickly, achieving the diverse GIS business establishment. Finally, the feasibility of using building platform to build egovernment is showed in land and resources department of Hunan province.
