The Design of Real-time Oil Spill Monitoring System for Inland Waterway based on AIS Navigation Marks

In case of ship oil spill accidents, the oil will spread quickly if it is not detected and monitored in time. The later the oil is detected, the more harmful it will be and the more difficult to identify the accident ship. A real-time oil spill monitoring system for inland waterway is designed, which is based on navigation marks with the transponders of marine automatic identification system, and is developed by integrating the oil spill monitoring sensor ID-227, GPS and the sensors of temperature, water flow velocity, wind velocity, wind direction, and visibility. The network communications of marine automatic identification system is used to transmit data from the above sensors to marine accident control center, and information fusion technology is used to process the data. Finally, a framework for developing expert system to support decision-making during oil spill emergency is proposed based on the above oil spill on-line monitoring system. The system can be used for real-time online monitor of oil spills in inland waterways under all weather conditions. It is also helpful to search the accident ship by amalgamated the information from marine automatic identification system and oil spill monitoring system.
