Shanzhai Green is People——Investigating How E-learning Frameworks Could Facilitate Sustainable Development in Rural China

Background: An ancient but impoverished com munity in rural China has been affected by the envi ronmental after-effects of gold-mining, and by the growing aridity affecting large areas of northern Chi na. This paper presents the findings of initial research intending to identify the fields where specific knowl edge is needed in order to boost incomes and raise living standards, and the information infrastructure that is available to enable e-learning techniques and tools used in order to achieve this. Results; Surveys and interviews establish that there is a strong need for e-learning support in two areas; coping with water pollution and shortages, and developing tourism. Firstly,the village has undergone dramatic decreases in its water sources in recent decades. The villagers need to find information sources to help them cope with this at worst, and perhaps to reverse it. Secondly, the village hopes to establish itself as a destination for tourism based on sustainable development, historical architecture, and outdoor activities. Although ambi tious and entrepreneurial, the villagers lack the knowl edge that would allow them to realize their vision; they expressed a clear need for information in this ar ea. Incomes are typical for much of rural China-in other words, low. In terms of infrastructure, the village has an underused internet connection-largely because the population are farming and in the fields most of the time. Mobile phone ownership and usage are widespread,however. Conclusions-.Both the need and infrastructure for e-learning are clearly present. Fur thermore , vision and talent are abundant-but are ham pered by poverty and a lack of information resources. However, incomes, lifestyles, and working patterns suggest that e-learning, which could clearly provide a solution, would be best structured for delivery via mo bile phones,with some support from net cafe/ training room-based PC systems.
