The emergency management is a science currently to be perfected urgently, of which emergency relief supplies strategic reserve system is one of the important content.lt is the key to the whole emergency management process, and the lifeline to ensure social stability. Based on the present situation of Chinese emergency law, from the social function of the theory, the standard of rights theory and method of value theoryj summarize the deficiencies of Chinese emergency relief supplies strategic reserve system, and put forward corresponding solutions.
