Study of the Evaluation Index System of the Emergency Capability of Mass Incident Based on Management through Overall Process

摘要：

Based on the concept of management through overall process, this paper divided the emergency management process of mass incident into six stages, and built the evaluation index system of the emergency capability of mass incident. On the basis of AHP, this evaluation index system selected 6 indexes in I-level, 13 indexes in H-level, and 37 indexes in Hi-level. The aim of this evaluation index system is to provide a theoretical basis and practical operation reference for improving emergency management capability for mass incident.
