Thinking on Perfection of Eco-compensation Mechanism Across Chinas River Basin
In order to perfect the eco-compensation mechanism across Chinas river basin, three goals of guaranteeing social justice, preserving ecological environment and realizing sustainable development should be achieved; the principles of sustainable development, coordinating & sharing responsibility, power and interests as well as government-dominating, market-driving and stakeholders-participating should be identified; a supreme policy-making body, an executive body and an advisory body should be set up and the subject and object of the compensation should be made clear of; cost accounting and consultation should be adopted in the establishment of ecocompensation standard, and tort liability, administrative liability as well as criminal liability with respect to eco-compensation should also be identified.
