Property Rights Basis and Breakthrough of the Definition of Marine Ecological Compensation Objects

摘要：

Marine environment is of public attribute. The externalization of costs and benefits during exploiting, destroying and protecting the ocean has led to unbalanced interests of related groups. Whats worse, it even intensifies the conflicts between marine environment and economic development. Marine ecological compensation mechanism will lead the ecological transaction parties to protect ocean environment through interest incentive mechanism. However, those who are also involved, without property rights though, should not be ignored. The objects of marine ecological compensation should be redefined based on stakeholder theory.
