Applying AHP Method to Evaluate Quality in Crisis & Emergency Management
Though forecasting is difficult, the evidence is that the number of crisis & emergency, natural and political, is increasing. It makes more and more people are suffering from natural disasters like earthquakes, tsunami, volcanic eruptions, floods, wild fires; technological disasters like nuclear radiation, firedamp explosion; political/economic disasters like war, genocide, political insurrection or other failures of government. So people in the world now pay more attention to the effective management in dealing with crisis & emergency than ever before. This article tries to measuring and evaluating the quality in crisis & emergency management based on AHP method which will help people to search the key factors to improve the quality in crisis & emergency management effectively. The contents of this article consist of four parts: the urgency of crisis & emergency management, the system of factors which might affect the quality in crisis & emergency management, evaluation model of quality in crisis & emergency management, discussions and suggestions is the final part.
