A Case Study: Black African Countries Human Resources Management

This paper represents a case study of Black African Countries Human Resources Management and a Hidden Markov Model (HMM) based prognosis method was used to predict the educational system policy state of those countries. Not only a HMM allows modeling the time duration of the hidden state but is also capable of prognosis. The estimated state duration probability distributions can be used to predict the remaining useful life of the any system. In order the characterized the deteriorating state of system, the aging factor that discounts the probability of staying while increasing the probabilities of transition to less healthy state was introduced. At least the grey model was used to compute the expected residual life (ERL). The educational system policy behavior can be predicted with its health prognosis.
