A Control Study of Modeling Patients Flow Congestion in Urban China Healthcare System

As a critical component in urban healthcare service system with hierarchically distribution in China,community healthcare service had developed rapidly in recent years. Because of the irrational distribution of patient flow in the system, problems like long waiting time of patients in general hospital and the low utilization rate of the community healthcare facilities exist. In this paper, a block queuing model with batch size service to model current patient flow congestion in healthcare system was developed. An incentive rule for referral patients was used to improve the patient flow. Along with the definition of effective service time, the single node decomposition algorithm is proposed to solve the average waiting time and waiting length of patients. Results showed that the waiting time of the referral patients who were from community health centers was effectively shortened if they were given priorities incentive rule. The decrease in waiting time will encourage more patients to select primary treatment in community health centers, and finally balance the utilization among different levels of healthcare facilities and enhance patients accessibility to healthcare services.
