Resource Efficiency Policy in Germany, Austria and the United States and Their Lessons for China

摘要：

The paper make a comparative analysis of the successful three cases in German, Austria and the United States regarding the policy, policy promotion paths and the results so as so identify the key elements in policy making. Implications and suggestions are made with regard to the realities in China.
