The Analysis of Comprehensive Budget Management Pattern of Smart Grid Construction in Europe and USA

摘要：

World major developed countries have developed smart-grid as an important way to achieve low-carbon economy. The reasonable application of comprehensive budget management on the construction of smart grid has become a hot topic. Europe and USA applied a variety of comprehensive budget management pattern to regulate the construction of smart grid. It has a good reference for China smart grid. In this paper, beyond budgeting, EVA system and balanced scorecard system are analyzed. We also give some policy recommendations about budget management pattern of China smart grid.
