Research on the Policy of Tariff Independence in Network Interconnection
The policy of tariff independence advocates that interconnection charges should consult to telecom charge, because the charge is more easily accessible than the cost. From mathematical point of view, this paper studies universal interconnection model, and points out by Nash equilibrium that increasing access tariff will result in lower social welfare without changing the cost structure. This paper also points out that the profit of operators only relates to their own price and cost factors, but does not relate to other carriers inter or intra prices. Under tariff independence policy, the carriers profit is entirely under the control of market mechanism. Whether the market is in effective competition status or the market mechanisms under regulation, the equilibrium price of carriers is definitely formed in effective market mechanism. Therefore, policy of tariff independence will not be the case of market failure.
