Research on Implementation of Tariff Independence Policy in Network Interconnection

摘要：

Tariff independence is a method for interconnection charge under the constraints of reality. This policy can solve interconnection problem by a both-party-pay thinking, and does not need to change the existing tariff system, whether it is calling-party-pay (CPP) or both-party-pay (BPP). In this paper, we puts forward tariff implementation plan of CPPto CPP, BPPto BPP and CPP to BPP under tariff independence policy. Policy of tariff independence does not require accomplishing the Hercules task of measuring and calculating network costs, it is a substantial cost-saving methodology for regulating authorities and further promotes effective telecommunication competition.
