Emission Trading Policy in Zhejiang Province
Emission trading is an innovative environmental management mechanism by applying economic instrument to control the pollution emission with low social cost.Governments in Zhejiang made great efforts to push the implementation of emission trading in recent years.Some pilot programs on emission trading have been carried out in Zhejiang since 2002.The current status and existing problems on emission trading programs in Zhejiang is introduced and discussed in the paper.Several measures and suggestions to promote the emission trading are put forward.
