Without Key Exchange of the Key Escrow System

As the development of the communication and the enlargement of the unclassified sensitivity data for the computer network, the demand for communication with privacy and confidentiality is increasing. It is convenient for all users to encrypt/decrypt message with modern cryptosystems to achieve the strong privacy and confidentiality. But on the other hand, for the dishonest users, they can use the cryptosystems to conceal their illegal activities. Hence it is important for users and government to find a cryptosystem, which can protect the society security and has the advantage on communication with privacy. In this article, we propose a key escrow system without key exchange. On the system, the users cannot communication each other in privacy but preclude the investigator. Meanwhile, the system avoids the squeeze attack that exists in most of the key escrow systems.
