Triangle Dynamics Of Institutional Innovation: Inspirations From Wind Energy Industry In Denmark, Germany And The U.S.

The purpose of the paper is to illuminate the possible path for the transition of Chinas economic development towards low carbon economy by leveraging institutional innovation in developing new emerging industries. After reviewed the focal literature focusing on institutional change and the co-evolution of institution, industry and technology, a multilevel framework for the co-evolution of technology, organization and institution was put forward to explain and compare the different paths of institutional change and industry development. The main finding was that China could take advantage of its potential space for institutional innovation in the context of large scale institutional change. The driving force for institutional innovation in China could be sourced from strengthening the capacity building and leveraging the emerging power of local community. The comparison of wind energy industry development in three countries creates possibilities for further analysis and reference for Chinas wind energy industry. And, the illustration of the relationship among government, local community and market in different countries helps policy-makers in China reconsider and redesign an effective institutional framework for dealing with the dynamic balance among local community, government and market.
