Study on Analysis and Control Model of the Organization Errors in Aviation Accidents Based on the Theory of Hazards
The control of human factors is a key to prevent and control aircraft accidents. Based on the theory of hazards, this paper has analyzed the formative factors of the aviation organization errors, and constructed a model of the system of controlling organization errors. The research showed that the formative factors of the organization errors contained individuals, organizations, environment and technology. Proceed from the social macroscopic control, the model of controlling organization errors consist of the hard-handed measures by dint of the state and society force and enhancing the safety culture; and from the enterprise microcosmic control, the model includes daily safety management and improving safety performance. To take countermeasures of controlling organization errors, it must be strengthened the building of safety culture and construct a scientific incentive mechanism.
