Model for Transformation and Quantification of Safety Social Benefits and Its Applications

摘要：

The basic principle and method of safety social benefits being transformed into economic benefits and the scope of visible safety economic benefits are proposed. And then a method for quantification computation of visible safety economic benefits is analyzed. According to human capital approach, a computation formula for the economic value of human life and health taking into account human survival probability and being continually employed probability is put forward. Based on the principle of environmental economics, a method, used to compute social benefits generated from environment resource conservation being transformed into economic benefits with the aid of shadow price approach, is explored. The quantification model for visible safety economic benefits is specifically applied to Chenjiashan Coal Mine Tragedy. Moreover, the governments attitude and measures in response to highly hazardous industries are suggested.
